It isn’t possible to edit the checkout page unless you are on Shopify Plus plan which starts at $2,500 USD a month.

You could use the app below but please keep in mind you need to be on the Shopify Plus plan as I mentioned before.
Unless you are already on the Shopify Plus Plan, or don’t mind spending $2,500 a month plus app fees on top of this, adding the terms and conditions checkbox to the cart is a more economical solution.
